This year, Hebei Provincial Civil Affairs Department will adopt six measures to promote provincial elderly care system construction reform and development.

Focus on the issues of unbalanced, inadequate, undersupply and low quality existing in the development of Hebei elderly care system, research and establish systematic policies and suggestions on implementation in promoting provincial elderly care development. Stimulate the market vitality, exploit the elderly consumption potentiality, effectively cater to the provincial elderly needs for service, promoting the elderly care industry to become a new power in accelerating economy transformation and upgrading.

Do a good job in the construction of a provincial community and home based elderly care project in 2019. Set clear objectives, specify duties and responsibilities, actively and steadily promote and achieve goals of extending 100 home based elderly care centers, cultivating 100 star-level demonstration nursing homes, and renewing and upgrading 40 support institutions in extremely poverty.

Carry out special operations of nursing homes quality construction. Underscore the projects of nursing homes service quality and fire safety reaching the standards, adopt measures to fire safety problems of nursing homes to make services provided by all nursing homes basically meet the standard. Set up a period training system to provincial, municipal, prefectural (cities and districts) civil affairs departments and nursing homes level 4 staff.   

Do a good job in policy cohesion after canceling business licenses for nursing homes. Revise nursing homes’ management measures, promote the establishment of a comprehensive supervision mechanism to offer guidance and supervisions before, during and after setting up nursing homes. Explore the establishment of a sound social credit system of the elderly care industry. Perfect the encouragement and punishment mechanisms for having good faith and breaking faith.

Explore the operation and management modes of home based and community elderly care service. Doing deeper researches and investigations mainly focus on service items, service quality improvement, healthy access, withdrawal and reward and punishment mechanisms, etc. Formulate home based elderly care facilities’ operation and management methods, and reach a 90% or above of coverage of community and home based elderly care centers.

Deepen the reform of public nursing homes. Gradually expand the pilot units of public build and private operated. Broaden the public nursing homes market-oriented reform into a large scope. Lead various services offering enterprises to operate elderly care facilities with public ownerships by mandatory administration or other ways, giving the elders across Hebei province a more dignified and happy life.
