Xi’an Issued Plan to Cope with Aging Population

A few days ago, The Layout Plan on Xi’an Senior Service Facilities (2018-2030) (hereinafter referred to as the Plan) was officially introduced to the public. In addition to putting forward that the newly constructed residential area should facilitate senior service facilities of 20 square meters every 100 households, the Plan also raises to promote “embedded” senior service, innovatively explore “time bank” senior service and focus on establishing virtual senior care organizations.

According to the statistics, Xi’an now has 140 senior care organizations, among them 33 public ones and 107 private ones, as well as 54,000 beds. 36.75 beds are available for every thousand seniors, indicating a lag in senior service facilities development.

According to the Plan, Xi’an will build a senior service system which is based on home and community, supplemented by institutions and integrated with medical service by 2021. By then, senior service facilities of Xi’an will cover the whole urban communities and 80% of rural communities. Every thousand seniors own no less than 45 beds. Nursing beds account for no less than 40% of the entire beds in senior care organizations. Private senior care organizations own 80% of beds. At the same time, every district should build a public senior care organization to make sure the bottom function of government.

Xi’an will rigidly control the land using for senior service facilities. Plan and allocate senior service facilities with the standard of no less than 0.1 square meters per person. All the newly constructed communities and residential areas should allocate senior service facilities of 20 square meters every 100 households. They should be synchronously planned, built, accepted and put into service with the dwellings. Old and residential areas without or with substandard senior service facilities should allocate and improve those facilities by purchasing, exchanging and renting in line with 15 square meters every 100 households.   

From 2022 to 2030, Xi’an will emphasis on promoting the work related to the signing physician for elderly families and the elderly health file management, detailing and solidifying the relevant work on the basis of stable signing rate. Associations of seniors and volunteers cover all communities and villages. Senior service facilities cover all the rural and urban communities.
