White paper said, over the past 40 years, the rights and interests guarantee mechanism for the elderly in China has been gradually improved. By the end of 2017, the national nursing homes have been expanded from 8,000 in 1978 to 155,000, including nursing homes, community care services and mutual-care facilities. By the end of 2017, the national economically disadvantaged senior citizens' allowance system has achieved full coverage at the provincial level, and all provinces have introduced social preferential policies for the elderly. Constantly enriching the social and cultural life of the elderly, there are 49,000 senior schools across the country, with 7.04 million senior students studying in the school and 350,000 senior activity rooms. According to public data, to date, the number of elderly people aged 60 and over is more than 3.33 million. Based on the fully-opened senior service market, Beijing has built 506 nursing homes and care centers in cities and towns, as well as 380 community senior service stations. In 2020, by the end of the 13th Five-Year Plan, it is planned to build 1,000 senior service stations in Beijing.
