At the chief meeting of Office of The National Working Commission on Aging opened in Beijing recently, Li Liguo, Director of Ministry of Civil Affairs, Deputy Director of China Aging Problem National Commission and Director of Office of The National Working Commission on Aging, pointed out that we must adhere to problem orientation and goal orientation and polish the four short slabs to plan the development of aging business during The 13th Five-Year Plan. 

Take great pains to polish the short slab of development of aging business. During The 13th Five-Year Plan, we should increase the coverage of fundamental public service for the elderly in rural areas, strengthen the construction of rural senior service facilities and activity facilities, incorporate the poverty alleviation of poor old people in rural areas into National Poverty Alleviation Program and practically ensure the basic life of the poor old people; and mobilize social force to participate in and support the development of aging business in "old, minority, remote and poor" areas.  

Polish the short slab of mental concern for the elderly. We should actively develop professional social work for the elderly, establish service network of mental concern, psychological counseling and crisis intervention for the elderly, and emphatically carry out professional service and voluntary service for solitary, left-behind, old people who lose their only child, disabled and other special aged people. 

Polish the short slab of home-based senior support policy. We should set up perfect home-based senior support policy, vigorously improve the community senior service facilities, accelerate the establishment and improvement of home-based senior service network and platform, actively develop the activity of "Internet + senior service"; strongly promote the extension of community service to families and give full play to the supporting function of community nursing service on home-based senior.  

Polish the short slab of the participation of social force. We should carry out the old-age work policy of government leadership, social participation and universal concern, open the senior service market, give fully play to the decisive effect of the market in aging business, actively explore an effective way and method combined financial capital and social capital and form powerful force to promote the development of aging business in all aspects.
